In 1345, Takauji Ashikaga, founder of the Ashikaga Shogunate, assigned Ujiharu Togashi as Jito, (medieval land steward) to the area. This area was called Togashi Shinjo at that time. The current area name, Shinjo, is thought to have come from this old name. It was merged into Nonoichi Town in 1955.
Togashigo Hachiman Shrine, located to the southwest of this area, was originally named Hachiman Shrine, and renamed Togashigo Hachiman Shrine in 1875. In 1907, it incorporated Sugawara Shrine, which was in the same village. There is a stone with the inscription "Manabu," or "to learn," on the premise that was inscribed by Kukai, a Japanese monk, scholar, and poet. He inscribed the stone when he visited the village to pass down the importance of learning. The former site of Hayashi Clan Residence in Kamishinjo is located to the west side of the settlements.
